Circular economy: from regulation to real opportunity

As organisations across the UK and EU look for circular economy opportunities, the conversation is shifting from ‘why it matters’ to ‘why now.’ What was once seen as a niche sustainability concept is rapidly becoming a mainstream economic strategy – one that promises jobs, growth and resilience.

The UN estimates that the circular economy could create more than 7 million jobs globally and unlock up to $4.5 trillion in economic growth by 2030. Beyond the headline figures, circular models offer something businesses urgently need: greater security of supply, lower exposure to volatile resource markets and new routes to innovation.

Policy to shape practice

A major driver of this urgency is regulation. The EU Circular Economy Act, coming into force later this year, aims to establish a genuine single market for secondary raw materials. Its goals are clear: increase the supply of high‑quality recycled materials, stimulate demand for them across the EU and reduce dependence on virgin resource extraction.

A national Circular Economy Strategy is also expected to come into force in the UK this year, signalling closer alignment with European approaches and reinforcing the need for businesses to prepare now.

The impact will be felt most strongly in sectors already making significant changes, including packaging, electronics, automotive, chemicals, construction and textiles. Requirements around design, material recovery, traceability and reuse will tighten, and expectations from customers and investors will rise in parallel.

Regulation is new but the innovators aren’t

For some organisations, this incoming circular economy legislation might feel sudden, complex or even daunting. Yet the reality is that circular innovation has been happening for years.

Across industries, businesses have been piloting reuse models, designing out waste, investing in material recovery and experimenting with product‑as‑a‑service approaches. What’s changed is not the innovation itself, but the context around it. Policy is finally catching up with practice and increasingly rewarding those who have already started to move.

Why this matters beyond compliance

Crucially, the circular economy should not be framed as a regulatory hurdle. It is a commercial opportunity. Done well, circular approaches can deliver:

  • Supply chain resilience in the face of material scarcity
  • Cost savings through reduced waste and improved efficiency
  • Product and brand differentiation in crowded markets

Early movers are also better placed to shape emerging standards, influence policy discussions and secure customer trust as markets shift. This is where strong sustainability communications and clear positioning become as important as technical delivery.

Calling on all solution providers

Many organisations already have powerful circular solutions, technologies or business models. The current moment rewards those willing to put their heads above the parapet.

Customers, investors and policymakers are actively looking for leadership, and they need clarity. Being visible, credible and confident matters.
